Acting on Accountability: Towards a Youth-Led Arts-Based Model for Good Financial Governance in Northern Malawi
Abstract
This chapter discusses a youth-focused and youth-led arts-based accountability project, titled “Supporting the Implementation of Good Governance and Innovativeness through a Theatre for Development approach,” implemented between June 2020 and March 2021. The project was supported by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) Malawi under the Strengthening Public Financial and Economic Management in Malawi (PFEM Malawi) project. The project&s;s overall aim was to develop and pilot an arts-based model for empowering Malawian youth to demand accountability and transparency from duty bearers regarding poverty reduction development plans, policies, and budgets at local, regional, and national levels. Specifically, the project&s;s objectives included the following: Using creative arts to create spaces for dialogue among communities and facilitate open discussions about accountability and transparency in fiscal management, poverty reduction, gender equality, and women&s;s and girls&s; empowerment. Empowering communities to demand accountability from duty bearers at community, district, and national levels. Capacitating youth to engage in dialogue with duty bearers on issues related to poverty reduction development plans, policies, and budgets at local, regional, and national levels.
